Streamlined System for GI Bill® Approval for Newly Registered Apprenticeship Programs

Under the new streamlined system, companies, labor-management organizations, industry associations, and others, seeking Department of Labor (DOL) approval of a Registered Apprenticeship program will be provided an opportunity to complete the Department of Veterans Affairs (VA) required forms for GI Bill® benefits at the same time they complete DOL apprenticeship registration. Newly created Registered Apprenticeship programs will have early awareness of the GI benefits to eligible veterans in apprenticeship and create a more seamless process for that hire veterans, and result in more veterans utilizing their GI Bill® benefits.

VA and DOL Process

Upon DOL approval of the Registered Apprenticeship program with eligible veterans, DOL will furnish two VA forms to the appropriate State Approving Agency (SAA) to initiate the certification process. The SAA will work with the employer to designate a Certifying Official (CO) at the same time DOL is conducting its review or hold the forms until a company is ready to designate a CO. • The SAAs, will approve DOL Registered Apprenticeship programs (with eligible veterans) that have completed the VA forms with the apprenticeship training agreement to meet the typically 30 day approval for Registered Apprenticeship programs. • As a result, the organization can then be approved for the GI Bill® at the same time DOL Registered Apprenticeship sponsorship is approved. The results will be a coordinated and efficient process by which the GI Bill® approval process by being guided by trained DOL personnel during the apprenticeship registration process.
